increased or diminished, accordingly, by a sum representing 5% of the basic salary, in each case, of the Officers concerned.

The date of introduction of the new rates of

Cost of Living Allowances.

A brief printed summary of the new conditions of service, arising out of the Salarios Commission's report and finally approved by the Secretary of State for the Colonies, was circulated to Government servants by the Establishment Office of the Colonial Secretariat. In paragraph 35 of this publication it was stated that the temporary scales for cost of living allowances would be subject to revision on a date not later than let July, 1948. As this Committoo has undertaken the first review of allowances since this publication was issued it considers that its recomenda- tions should apply retrospectively to 1st July, 1948, in fulfilment of this pledge given by Government, The detailed application of this principle is, we consider, a matter for Government.

We accordingly recommend

now recommended be granted retrospectively as from 1st July, 1946. "

Other relevant matters.

(i) Percentage differentiation in accordance with

marital status.

We endorse the Salaries Commission's recommendations as to the manner in which allowances should be graded, and we recommend

paid as follows:

100% thereof to married men with dependent children. (all our calculations in Appendix B

are on this basis

80% to married men without children.

60% to bachelors and female employees.

(ii) Payment of allowances on lcave.

We make no recommend.tion on this subject, since we understand that it has been cxcluded from our terms of reference.
